SIGNAL. A means of communication, as between vessels at sea or between a vessel and the shore.[…] Black’s Law Dictionary, 4th Edition

"VESSEL" is another word for ship, and body. Vessel, ship, and body can all mean the same thing, and can be used to represent a wombman's body. 

"SEA" pertains to admiralty law and maritime law. ​​​
Before there were planes, trains and cars, "ships or vessels" were used to send goods to other countries​. Using ships to send goods became so vital that MANY laws were created to protect merchants and their products. The two laws dominating the "sea business" were admiralty law (the law of the sea), and maritime law (law-merchant). Both of these originally heard cases involving commerce on the high seas. Eventually they spread beyond the high seas and now are used in MOST court systems throughout the world. Almost every courthouse today, in the United States of America, Canada, the United Kingdom, and certain Eastern and Western countries are operating under admiralty and maritime law. This may be why a ship is often referred to as "she" and the main ship is often called the "Mothership".
At a deeper level, a courtroom of the legal system is like a shiproom (storage space on a ship). It is a "shiproom" because nearly EVERY court of the legal system is operating under admiralty law. ADMIRALTY. A court which has a very extensive jurisdiction of maritime causes, civil and criminal, controversies arising out of acts done upon or relating to the sea, and questions of prize. It is properly the successor of the consular courts, which were emphatically the courts of merchants and sea-going persons, established in the principal maritime cities on the revival of commerce after the fall of the Western Empire, to supply the want of tribunals that might decide causes arising out of maritime commerce. Also, the system of jurisprudence relating to and growing out of the jurisdiction and practice of the admiralty courts. (Blacks Law Dictionary, 4th Edition)
 
MARITIME. Pertaining to the sea or ocean or the navigation thereof; or to commerce conducted by navigation of the sea or (in America) of the great lakes and rivers. It is nearly equivalent to "marine" in many connections and uses; in others, the two words are used as quite distinct. (Blacks Law Dictionary, 4th Edition)
